This is not the first time this bill has been introduced. It has been working its way through the legislative process for over 5 years. Why would the Republicans give this bill to Elmer to sponsor? It only takes a little research to find out that Kevin's mother's maiden name is Steelman. That's right she is part of the Steelman family from Salem, MO. She is David Steelman's aunt. David is married to Sarah Steelman.
